San Jose-Santa Clara Regional Wastewater Facility CIP Program

Background: The Regional Wastewater Facility (RWF) is the largest tertiary wastewater treatment plant in the western United States and serves 8 South Bay cities and 4 special districts. The capital program for expansion and upgrades for this advanced treatment plant includes over 30 active projects ranging in size from $5M to $200M.

Project Work: CMS is providing program and project level cost and scheduling services throughout the project life cycle (feasibility, design, construction, post-construction), including reporting with 2-year and 12-week look-aheads. Construction management services include reviewing and evaluating contractor baseline and monthly update schedule submittals. Project schedulers work interactively with the CM, GCs, O&M and City leadership to ensure project schedules are well communicated and documented for all stakeholders. The team is also providing delay analysis and claims support, with some projects having hundreds of days of delays.
